She is urging the public to help. “If anyone recognizes this dog or thinks they’ve seen it in their neighborhood, please contact animal control,” she said. “We need to understand why this happened and make sure it never happens again.”

Waldeck concluded with a firm message: “There’s absolutely no reason to abandon a dog like this. Help is always available.”
