Surveillance video shared by nearby residents captured the man pulling the lifeless dog behind him on a leash. Once on the sidewalk, he poured an unidentified accelerant over the animal and ignited it. He then walked away, leaving the burning dog behind. “I’m a dog owner too, and for people to do something like that is very wrong,” said Bhisham Pasram, a local resident.
